Sam Hall, Sr. began performing construction services in 1922 to supplement his income from farming. He soon quit farming to devote his full attention to the construction business. He partnered with several individuals to form first Hall and Bowen and then Hall and Tinker. The company focused on concrete road paving across the state of Georgia.

 

In 1946, Sam's two sons and son-in-law, Sam Jr, Joe, and Charles, returned from the war and the company was renamed Sam Hall and Sons. Joe Hall had gained experience laying petroleum lines across North Africa during the war. Charles was first a flight engineer and later worked designing and building a power generation station in the South Pacific. The combination of new experience allowed them to grow and diversify into a wide variety of infrastructure projects throughout Georgia. The business stayed in the family to be run by Don and Ken who joined the company in 1971 and 1974 respectively.
